Boil starch noodles and chop finely. In a bowl with carrots put the prepared noodles and two types of flour, finely chopped cilantro and water. Mix everything well - the dough should not be thick, it should resemble sour cream in consistency.

Pour 5 cm of vegetable oil into a deep frying pan or brazier and put on fire. When the oil is hot, add the meatballs and, stirring gently, fry them on all sides until golden brown. But do not rush to take out the meatballs, because the carrot dough itself is orange in color, the inside of the meatballs may be raw.
The finished meatballs should be firm enough to be easily picked up with chopsticks, but if the meatballs are soft, they are not ready yet. Transfer the fried meatballs to a paper towel and allow excess fat to drain.
Pour 1 liter of water, a pinch of salt, starch into a saucepan and put on fire. When the water boils, put the meatballs into it, mix and cook for 1-2 minutes.
